Children on an outing at Hartlepool

What we know about this image :

This group of children are very poorly dressed. Some are barefoot. Two adult males and two females, one carrying a baby and one a small child are to the back of the image. Possibly a workhouse or school outing for children as they are on the beach and some are carrying toy sailing boats.
